   He graduated from Wuhan University, China in 1944, Mr. Wen Shengchang was professor at Guangxi University, Harbin Institute of Military Engineering, Shandong University, Shandong Ocean College and the Ocean University of China successively, been appointed the president of Shandong Ocean College. member of the Science Panel of the Academic Degree Committee of the State Council, the State Commission for awards presentation, principle of the Ocean Science Panel of the National Natural Science Foundation of China, is at present honorary board chairman of the Chinese Society of Oceanology and Limnology(CSOL) and the Chinese Society of Oceanography. He is former president of the CNC-SCOR (Chinese Committee-Scientific Committee on Oceanic Research), present vice-president of the Chinese Committee of the World Ocean Circulation Test Program. Currently Prof. Wen is on the editorial board of the journal 揅hina Science攁nd deputy editor-in-chief of the Chinese Journal of Oceanology and Limnology and the Acta Oceanologica Sinica. He is among the first group of advisers to Ph. D. candidates in China and was elected as an Academician of the CAS(Chinese Academy of Sciences) in 1993.
   Prof. Wen has been engaged in the study of the theory and its application of ocean waves for decades, He has gained two main research fruits: one is ocean wave calculation and numerical prediction method, the other is the innovation of the ocean wave spectrum. During 1986 to 1995, Wen undertook the research on the numerical prediction method, which was one of the most important state-level projects. Considering the difficulties in the then prevalent methods, Wen developed a new mixing prediction model, in which he grouped to form one term the source function terms in the governing equations which were difficult to calculate accurately, such as the terms of energy-absorption, dissipation, nonlinear wave-wave interaction, then made calculation with the observed wave development relationship, which is more reliable. This made the model run steadily with precision, and the calculation time is only 1/60 of the WAM. It is therefore used by certain Chinese forecast departments and adopted in the state standard for seaport hydrology. This achievement reached even surpassed in certain aspects the advanced world levels at that time, so it won an award for significant accomplishment in science and technology during both the seventh five-year plan and the eighth five-year plan periods, a star award for invention and innovation in science and technology from the TIPS China (UN Technological Information Promotion System, China Bureau), an award for progress in science and technology at the state level and an award of the same kind from the National Education Committee. In the study of the sea wave spectrum, prof. Wen deduced the wind-wave frequency spectrum and direction spectrum using an analytic method instead of the purely empirical method prevalent overseas. The parameters of the spectrum include a kurtosis factor, which not only reflects the development of the sea waves but also describes the shape of the spectrum effectively, making it easy to apply in theoretical research and to fit observed data. This achievement also reached the advanced world levels and won an award for progress in science and technology from the National Education Committee and the national nature science award. The monographsThe principle of Sea Waves,The Sea Wave Theory and Calculation Principle written by Wen are comparable to oversea monographs in their content, scope and scheme. And they are widely used as the teaching materials and reference book in the field of ocean science and technology and the universities.
