Prof. Li Qibin, Director of Beijing Astronomical Observatory, boffin, doctoral tutor, director of Chinese Astronomical Society, the lead Scientist of the Escalading Plan Programe made by the National Scientific Committee. In 1997, Prof. Li was invited to introduce some astronomy to President Jiang Zhemin at Qinzheng Palace in Zhongnanhai of Beijing.

   In early years he had worked at the No.11 Institution of the Ministry of Electronic Industry , having developed dozens of anti-gas bottles for the infrared detector with refrigeration technology.Now he has established a private research institution—Beijing ChaoYang Mechanism & Electronics Technology Institution,providing kinds of products for universities and some scientific research institutions. He has done some contribution to the national military infrared detector`system.
